We compare delivering a Programme or Project to setting-up a new temporary division or department of the organisation. The manager must find all of the right people, with the right skills, at the right time. Then organise them into a team to achieve deliverables, which may have never been delivered in this way before, in an agreed timescale. Then, when success has been achieved, they have to gradually close it all down again and carefully disband the team to close the temporary department, without making a profit or loss.
